Jose Hernandez Arroyo

Founder/Owner

Jose Hernandez Arroyo is enthusiastic to deliver communication among private, local, state, and government sectors. He focuses on the client’s need and wants by managing the customizing of multiple large-scale projects/system packages, which focus on the daily to yearly tasks to be accomplished.

The task areas are Information Technology, Information Assurance, Cyber Security, Healthcare, RMF, HITRUST CSF providing the structure, transparency, guidance, and cross-references to authoritative sources from diverse agencies/organizations.

Before the founding of Allele Consulting, Jose led during his eight years in the military.

Jose also led during his 14 years of government contracting several teams as an ISSM/ISSO and Senior Cybersecurity Engineer Lead in Department of Defense Joint Combatant Commands (COCOM’s).

He is experienced in several technologies such as Azure, AWS, VMware Based Cloud, VMware ESXi, Security +, CISSP. Jose swiftly comprehends the “big picture” and executes the boldest of organizational visions. In addition, Jose easily interacts with executives, regulatory agencies, clients, vendors, and staff. Jose strives to facilitate communication and problem solve in organizational settings.

Edwin A. Miranda

Co-founder & VP

Edwin A. Miranda opens the line of communication between clients and businesses to improve systems and complete projects.

Before founding Allele Consulting, Edwin was the Lead for the Computer Network Defense team for one of the Department of Defense Joint Combatant Commands.

25 years of military career with different branches provided leadership skills to lead and motivate co-workers from all backgrounds, ability for creative problem-solving and a solution-oriented work style.

Edwin has a Master’s degree in Management Information Systems from Florida International University, a BBA from University of Puerto Rico along with certifications as a Cisco Certified Network Associate, and is a Certified Ethical Hacker, and Security+.

With over 25 years in both public and private sectors, Edwin demonstrates expertise and broad ranging experience in management, team building, decision-making, infrastructure and support operations.

Edwin also handles investigation and response activities related to Cyber Security

Cristel Alcocer-Hernandez

Co-founder & VP

Dr. Alcocer-Hernandez is a clinical psychologist licensed in Florida, Illinois, and Arizona.

She obtained her Doctor of Psychology (PsyD) degree in 2016 from the Adler School of Professional Psychology.

Dr. Alcocer-Hernandez has well-rounded professional experience.

For instance, she has worked in treating adults with anxiety, veterans, active duty military service members, trauma, substance abuse, occupational issues, and pain management.

She has also worked in different U.S. states as well as settings such as outpatient community mental health, psychiatric inpatient adult crisis unit, assisted living facilities, and at a outpatient mental health clinic at a military base.

Cultural sensitivity and advocacy are important to Dr. Alcocer-Hernandez. She is fluent in speaking, writing, and reading Spanish as well.

Dr. Alcocer-Hernandez has worked with different electronic medical systems and is competent in different computerized programs such as Microsoft Office, Adobe PDF, and telehealth programs such as Adobe Connect.
